HCHB Advocacy and the CMS on the 2025 Home Health Final Rule
Each year, HCHB works closely with our customers and groups like the Partnership for Quality Home Healthcare on a response to the Home Health Proposed Rule. These letters are formally submitted to CMS and have been instrumental in bringing attention to important concerns like the increasing access to care issues for the Home Health industry. CMS acknowledged and cited Homecare Homebase’s comment letter in the 2025 Final Rule, illustrating the importance these letters serve and the value of the data we compile.

2025 Impact Model
HCHB creates an impact model after every CMS proposed and HCHB users can compare how they would be reimbursed under the proposed model versus how they are being reimbursed today. This comparison gives leaders the opportunity to understand the impact the proposed rule will have on their specific organization.
The work we have done to empower our customers also allows HCHB the opportunity to examine the effects of proposed and final rules in aggregate. Homecare Homebase holds detailed data on 44% of all Medicare Home Health patients which creates a compelling picture of the industry. HCHB is using this data driven approach to educate Congress and arm industry advocates with the information they need.
