HCHB’s August 31, 2026 comment letter on the CY 2027 Home Health Proposed Rule urges CMS to protect beneficiary access by reconsidering the proposed 3.0% temporary payment adjustment and accounting for staffing, cost, and Medicare Advantage pressures. It also calls for quality measures that better reflect palliative care goals, more cautious behavioral-adjustment methodology, and greater use of real-world operational data to ensure future policies are evidence-based and practical to implement.
